Great and Good Friend: I have had the honor to receive the letter from Your Excellency dated on February 10, in which you were kind enough to inform me that in response to the vehement wishes of your countrymen and to the unanimous and expressed will of the Country, you have taken the supreme leadership of the State as Provisional President in charge of the Executive branch of the Republic, creating a Council of State that shall fulfill the functions of the Legislative Branch until the general elections for Senators and Representatives of the Nation are legally practiced and the candidate who will guide their destinies as President of the Republic is chosen.
