A Union General during the Civil War, Tracy received the Congressional Medal of Honor (1895) for his conduct in the Battle of the Wilderness (1864). Before becoming Navy Secretary, he served as a U.S. District Attorney and on the New York State Court of Appeals. Mounting adhesive remnant on verso (no show through).
